Archival Processes

(Based on a working group discussion on 2025-01-09.)

According to Evin we need to keep an archive of all the things we've sent to IBD over time. We currently plan to store this in some RIS location.
Original Windows Server transfer logic is at DevOps > Data Warehousing > ics_sparc_automation.git

More design, immplementation, and execution details will be coming in the near future.
